ci: pin black to 25.1.0#57

Black 26 introduce style changes that break our stylecheck and reformat test files. Pin black to 25.1.0 in both ci.yml and requirements-dev.txt, and revert the test files back to 25.1.0 formatting. This is needed until we have a decision to move to dhi uv images where the version is controlled. Signed-off-by: Anders Roxell <anders.roxell@linaro.org>
