fix(core): docusaurus serve serves a baseUrl with non-ASCII characters - #12911
docusaurus serve couldn't serve a baseUrl with non-ASCII characters. Browsers send it percent-encoded (/caf%C3%A9/), so req.url.startsWith(baseUrl) never matched the raw /café/ baseUrl:
/café/ redirected to itself in a loop.
/文档/ crashed with ERR_INVALID_CHAR: the raw baseUrl ended up in the Location header, which only accepts Latin-1 characters.
The handler now compares requests against the percent-encoded baseUrl, and redirects to it. A baseUrl already percent-encoded in the config isn't encoded twice.
Test Plan
Flips the TODO tests of #12910, and adds tests for the encoded Location header, a redirect keeping the baseUrl, and a baseUrl already percent-encoded in the config.
Browsers send the baseUrl percent-encoded, like "/caf%C3%A9/", so the
request never matched the raw "/café/" baseUrl: it redirected in a loop,
or crashed with characters outside of Latin-1 in the Location header.

The serve request handler now uses the parsed pathname of the configured baseUrl. Tests cover serving content and redirecting with Unicode and percent-encoded base URLs.

Parse configured base URL and test encoded paths packages/docusaurus/src/commands/serve/requestHandler.ts, packages/docusaurus/src/commands/serve/__tests__/requestHandler.test.ts
The handler uses the pathname returned by parseURLPath for the configured baseUrl. Tests cover serving content and redirect paths for Unicode and percent-encoded base URLs.
meta/docusaurus#12883: Checks the parsed request pathname against baseUrl to prevent traversal redirects. This PR supplies the parsed pathname of the configured baseUrl to that check.
Merge Risk: Low · up to 00adb
Unicode base URLs are supported, but a configured base URL beginning with two slashes now serves from the root instead. This narrow configuration regression warrants correction or explicit acceptance before merging.

Normalize percent-escape casing before matching the base URL.
With baseUrl: '/café/', a request for /caf%c3%a9/file/ redirects to /caf%C3%A9/ and loses the page path. Normalize percent-escape casing in both the base URL and request path before matching them.

Handle leading double slashes before parsing the base URL.
For baseUrl: '//docs/', parsing treats docs as a host and sets the handler’s base URL to /. The server can then serve the site at the root instead of restricting it to the configured prefix. Reject this configuration or preserve the prefix when encoding it.
