Silence setlocale warnings in the Docker build - #64

The native-image base image sets LANG=en_US.UTF-8 without having that locale, so bash printed a setlocale warning every time mvnw set LC_CTYPE. The runtime stage is unchanged.

The native-image base image sets
LANG=en_US.UTF-8but only ships theCandC.utf8locales. Every timemvnwrunsLC_CTYPE=C printf, bash tries to apply the locale and prints a warning. That's 101 of them for a single./mvnw --version, and hundreds in a full build.The build stage now sets
LANG=C.UTF-8. The runtime stage isn't touched.Tested locally with a full image build:
LANGoverride and still runs ashstoreclinical-claims.hqlmounted as an init script: becomes healthy, Studio answers, the script runs, it shuts down cleanly,hstore checkpasses on the volume, and the data is there afterwards (24 patients)
