publish.ymlto use https://github.com/pypa/gh-action-pypi-publish/releases/tag/v1.13.0 rather than https://github.com/pypa/gh-action-pypi-publish/tree/release/v1 (which is a branch). Copied from nitypes-python.Why should this Pull Request be merged?
