This PR proposes Notepad Viewer Plus 0.4.0 (x64), an offline, docked preview plugin for Notepad++. It supports Markdown, diagrams, structured data, HTML/SVG, OpenAPI, images, and PDF.

Validation: The official x64 catalogue validator passed on 2026-10-03. Plugin Admin installation, update from 0.3.0, and removal were tested successfully in an isolated debug host. Compatibility is limited to the tested Notepad++ file version,

The project license remains undecided. Broader compatibility, network/security, upgrade/rollback, print, and toolbar/DPI checks remain pending. Some math rendering requires a refresh.
