fix(frontend): align product-sdk usage and restore registry site

Summary

• replaces the old @parity/product-sdk-bulletin usage with @parity/product-sdk-cloud-storage
• aligns frontend/product-sdk package versions through the workspace catalog
• makes root pnpm dev run the frontend directly instead of invoking CLI dev
• clamps registry card descriptions to a fixed 3-line area for consistent card rows
• adds src/lib/scripts/deploy-frontend.sh for deploying the built frontend to contracts.dot with bulletin-deploy@latest
