This change allows to specify the Rclone RC URL to be configured by a build flag. Set the environment variable `VITE_RC_URL` to enable static URL behavior. With this enabled, the URL from the query is ignored and the provided URL is used for all connections. This helps to deploy the UI as part of a permanent installation where the UI and the Rclone API is served by a reverse proxy.

disclaimer: My experience with typescript is practically zero. But I think this is worth sharing and discussing. I'd be happy to refine this PR with some help of somebody that knows frameworks and existing code better.
