📚 Docs: Fix markdown-link-check crashes, false positives, and TypeScript build errors

This PR fixes documentation checks and build errors across the repository.

1. markdown-link-check crashes: Resolved an issue where an unescaped regex string in a markdown file caused the link checker to silently crash.
2. False positive links: Added several known domains that return 403/0 codes to mlc_config.json to ensure automated checks pass cleanly.
3. TypeScript Build Error: Upgraded the typescript version in package.json to properly resolve tsc: not found errors during npm run build.
4. JSDoc Audit: Verified that all exported functions across src/ are fully documented with JSDoc comments via a custom audit script.
