Why

After #209 merged, Mobile Web Tests failed on main because some iOS simulator sessions stay on about:blank after their first page load. Moving the simulators from iOS 26.x to 18.6 didn't help: on this PR, 3 tests still hit the blank page on 18.6. So this is a flaky session on the simulator side, and a new session usually works.

What

  • Added pytest-rerunfailures and run the vdc (simulator) scripts with --reruns 2. Each rerun starts a new Sauce session. The real-device (rdc) scripts are unchanged.
  • Reverted the iOS 18.6 change; the simulators stay on iPhone 16 / iOS 26.5 and iPhone 11 / iOS 26.1.

Testing

The iOS 26 simulator sessions intermittently end up on about:blank after
a page load. Sauce's Appium build predates iOS 26, so move both
simulators to iOS 18.6 (iPhone 13 and iPhone 11).
