Pushed config-only changelog improvements to this PR per Zeke's request.

• Added [changelog] block to release-plz.toml: PR-number auto-linking + parsers that keep only feat/fix/perf (skip chore/ci/build/test/refactor/style/docs/proto-syncs/release commits).
• Deleted dead cargo-release.toml (CI uses release-plz, not cargo-release).
• Regenerated v0.7.1 CHANGELOG entries on this branch so the new format applies to this release too.

Future release PRs opened by release-plz will use the new format automatically. Hand-written historical CHANGELOG entries are untouched.

Note: the v0.7.1 feat(tvc): commit subjects don't carry (#NNN) squash-merge suffixes (PR numbers only lived on the merge commits, which are now correctly skipped), so those specific entries don't have inline PR links. Auto-linking kicks in for future PRs that merge with (#NNN) in the squashed subject.
