ci: harden workflow permissions and pin actions - #4688
ci.yml: removed id-token: write from test-packages, keeping contents: read. Nothing in the workflows or the repo's tests requests an OIDC token, and PR-triggered jobs can no longer mint one.
release.yml: bump-version, release-instrumentations and release-sdk now have if: github.ref == 'refs/heads/main', so a manual dispatch from another branch does nothing. The two PyPI publish jobs also use environment: release.
Both workflows: every third-party and actions/* action is pinned to a full commit SHA with a version comment. Versions are unchanged (floating tags resolved to their current commit; commitizen-action and gh-action-pypi-publish were branch refs, now pinned to their current commits).
ci.yml: persist-credentials: false on the three actions/checkout steps. No later step in those jobs uses git credentials (nx-set-shas talks to the API with its own token input and the checkouts use fetch-depth: 0). release.yml already had it on every checkout, and the version bump action gets its token through github_token, so nothing changed there.
Notes
lint-pr never runs, because it requires pull_request_target and the workflow doesn't subscribe to it. I left it as is and did not add that trigger (the same file checks out PR code, so it would be unsafe). It can be deleted, or moved to its own workflow that runs on pull_request.
test-sdk-installation in release.yml still has id-token: write that it doesn't appear to need. Left alone to keep this PR scoped.
Before merge
PyPI trusted publishers: if any publisher for traceloop-sdk or an instrumentation package is bound to an environment name, adding environment: release can break publishing until the publisher config on PyPI matches. Publishers with no environment set accept any environment, so check each entry first and update it to release if needed.
Create the release environment in repo settings with a deployment branch rule limited to main. GitHub auto-creates an unprotected environment on first use if it doesn't exist.
Check that CI passes without id-token: write on test-packages.

Ruleset for heal/** branches (no deletion, no force-push).
Create and protect the release environment (required reviewers, main only).
The CI and release workflows now pin action references to commit SHAs. CI checkout steps disable persisted credentials, and the test job no longer requests id-token: write. Release jobs run only on refs/heads/main; the release workflow also changes token permissions and uv caching.

Summary
CI action references and permissions .github/workflows/ci.yml
The workflow pins action references to commit SHAs. Lint, build, and test checkout steps disable persisted credentials. The test job no longer requests id-token: write; its contents: read permission remains.
Release job conditions and action references .github/workflows/release.yml
The bump-version, release-instrumentations, and release-sdk jobs run only on refs/heads/main. The workflow pins action references to commit SHAs. The GitHub App token requests contents: write, and the instrumentation and SDK release jobs disable uv caching.
traceloop/openllmetry#4675: This PR changes the lint-pr trigger and condition in the same CI workflow where this change pins the semantic PR action.

Merge Risk: Moderate · up to de9e0
The release workflow's protection for PyPI publishing is weaker than the PR describes. The publish jobs are limited to main but do not use the protected release environment. Add environment: release to both publish jobs and require that environment in the PyPI trusted-publisher settings before merging.

Declare explicit permissions for lint and build-packages.
Neither job sets a permissions block at the job or workflow level. Their GITHUB_TOKEN scope therefore follows the repository or organization default. Both jobs run npm ci and npx nx after checking out pull request content. If the default allows write access, a modified workflow or compromised action in that content can use the token to change repository state.
Set contents: read for both jobs. If nrwl/nx-set-shas queries workflow runs, also add actions: read. Without it, that query can fail once explicit permissions are set.

Review comment at @.github/workflows/ci.yml around lines 27 - 28:
Set explicit job-level permissions for the lint and build-packages jobs,
limiting the token to contents: read. Check whether nrwl/nx-set-shas requires
workflow-run access and add actions: read only if needed for that query.
…n publish jobs
Addresses review feedback: the GitHub App token otherwise inherits every
permission of the app installation, and restoring the uv cache before
building PyPI artifacts exposes the trusted release build to cache poisoning.

Restore the protected environment for both publish jobs.
The main checks alone do not enforce the intended publishing boundary. A repository writer can dispatch a modified workflow from another branch if PyPI accepts an environment-less trusted publisher. The planned environment rules cannot protect jobs that do not use that environment.
Add environment: release to both jobs. Configure every affected PyPI trusted publisher to require release, and remove any environment-less publisher.
IMPORTANT
Review the replacement and indentation, then test before committing.
