fix: honor OTel GenAI content capture env var across instrumentations - #4693
Content capture was only controlled by TRACELOOP_TRACE_CONTENT; the standard
OpenTelemetry GenAI switch OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENT
was ignored by every instrumentation package, so users following the OTel docs
still exported prompts and completions on spans.
This adds a single should_send_prompts() helper in opentelemetry-semantic-conventions-ai and replaces the duplicate per-package
copies with a re-export of it, keeping the public symbol available from each
package's utils module.
Capture semantics
If OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENT is explicitly set, it
wins: false / 0 / no / off / NO_CONTENT disable capture; SPAN_ONLY, SPAN_AND_EVENT, true, 1, yes, on enable it.
EVENT_ONLY keeps span capture off, because should_send_prompts() gates
span attributes. Wiring event-based capture to this switch is out of scope
here, and treating it as "on" would leak content into spans.
Otherwise TRACELOOP_TRACE_CONTENT is used, unchanged, still defaulting to true when neither variable is set.
The SDK's override_enable_content_tracing context value can still enable
capture for a specific call.
The other real semantic change is in watsonx: its unused is_content_enabled() and OTel constant (called out in the issue) are removed
instead of remaining dead code.
Packaging
The helper ships in opentelemetry-semantic-conventions-ai 0.5.2, so each
instrumentation now requires >=0.5.2,<0.6.0 instead of >=0.5.1, and maps
that dependency to the workspace copy for local development/tests. The release
script strips [tool.uv.sources], so published wheels carry the raised lower
bound.
Tests
New tests:
packages/opentelemetry-semantic-conventions-ai/tests/test_capture_message_content.py:
default-on, TRACELOOP_TRACE_CONTENT=false, OTel false / NO_CONTENT,
span capture values, EVENT_ONLY, precedence, and the context override.
packages/opentelemetry-instrumentation-openai/tests/test_capture_message_content.py:
regression test against the real package entry point.
The OpenAI regression test fails on main:
assert should_send_prompts() is False
E assert True is False
and passes with this change. ruff check passes for every touched package.
No behavior change when neither variable is set: content capture remains on.
Prompt and message-content capture settings are now consistent across supported AI integrations. The OpenTelemetry capture setting takes precedence when configured and supports disabling capture or selecting span-only, event-only, or combined capture modes.
When the OpenTelemetry setting is unset, capture follows the TraceLoop setting, which defaults to enabled. Common true values are recognized regardless of capitalization or surrounding whitespace, and a context override can still enable capture.

Walkthrough
The change adds shared GenAI prompt-capture logic that recognizes the OTel capture setting, retains the TraceLoop setting as a fallback, and is imported by the instrumentations. Tests cover setting values, precedence, defaults, and the context override.
Adds should_send_prompts() with OTel setting precedence, TraceLoop fallback, an enabled default, and context override handling. Tests cover supported values and precedence.
Replaces local should_send_prompts() implementations with imports from the shared utility. Removes watsonx’s separate is_content_enabled() function. Adds OpenAI tests for environment-setting behavior.
The new capture mode can lose configured event content and still expose prompts on spans, so privacy-sensitive telemetry may not match the selected mode.

Explanation
Issue #4691 requires that instrumentations honor OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENT, keep TRACELOOP_TRACE_CONTENT as fallback, and decide the default. The helper should_send_prompts() in packages/opentelemetry-semantic-conventions-ai/opentelemetry/semconv_ai/utils.py was read at the reviewed head. It checks the OTel variable first when set. no_content and event_only return False. span_only and span_and_event return True. Other values are parsed as boolean, so false, 0, no, and off disable capture. When the OTel variable is unset, TRACELOOP_TRACE_CONTENT is used, defaulting to true. The override_enable_content_tracing context value can still enable capture. The change summary reports that the 24 instrumentation utils modules import or re-export this helper and remove their per-package copies. This covers all packages named in the issue. The watsonx unused is_content_enabled() is removed, as the issue requests. The default-on decision is stated in the PR description and is disclosed, not silent. Tests in packages/opentelemetry-semantic-conventions-ai/tests/test_capture_message_content.py and the OpenAI regression test cover the switch values, precedence, default, and override. Limits: the per-package re-exports were confirmed from the change summary, not by reading each file. The empty-string value of the OTel variable is not in the mapping, so it disables capture. The issue does not specify this case.

Explanation
The changes support issue #4691. The shared helper in semconv_ai/utils.py implements the requested switch. The per-package utils.py edits replace duplicate copies with imports of that helper. The watsonx removal of is_content_enabled() and its unused OTel constant is named in the issue. The pyproject.toml edits raise the minimum opentelemetry-semantic-conventions-ai version to 0.5.2 and add uv local sources. These edits are needed because the packages now import the new helper. The new tests cover the helper and the OpenAI entry point. No unrelated production behavior change was identified in the change summary.

All instrumentation packages only read TRACELOOP_TRACE_CONTENT, so the
standard OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENT switch was
ignored and prompts/completions were still exported. Add one shared
should_send_prompts() helper in opentelemetry-semantic-conventions-ai,
honor the OTel variable (including NO_CONTENT and the capture values),
fall back to TRACELOOP_TRACE_CONTENT (default on), and replace the 24
per-package copies with a re-export. Also drop watsonx's dead
is_content_enabled().

OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENTis explicitly set, itwins:
false/0/no/off/NO_CONTENTdisable capture;SPAN_ONLY,SPAN_AND_EVENT,true,1,yes,onenable it.EVENT_ONLYkeeps span capture off, becauseshould_send_prompts()gatesspan attributes. Wiring event-based capture to this switch is out of scope
here, and treating it as "on" would leak content into spans.
TRACELOOP_TRACE_CONTENTis used, unchanged, still defaulting totruewhen neither variable is set.override_enable_content_tracingcontext value can still enablecapture for a specific call.
The other real semantic change is in
