fix(anthropic): record finish reasons for streamed turns with empty content - #4696
In streaming, `_process_response_item` copied the `message_delta` stop_reason only onto the per-content-block events it had already collected. A turn with no content blocks had no events, so the stop_reason was thrown away. `set_streaming_response_attributes` also returned early when the events list was empty. Together these meant `gen_ai.response.finish_reasons` was never set for streamed turns with empty content. The non-streaming path reads `response.stop_reason` directly, so it was not affected.
Change
Streamed turns with an empty content array now record `gen_ai.response.finish_reasons`.
- `_process_response_item` stores the `message_delta` stop_reason as `complete_response["stop_reason"]`.
- `_handle_streaming_response` passes it to `set_streaming_response_attributes` (new optional `stop_reason` argument). With no events, the function no longer returns early if a stop_reason exists, and falls back to the mapped stop_reason when no per-event finish reason exists.
- The sync and async stream wrappers both use `_handle_streaming_response`, so both are covered.
- `gen_ai.output.messages` is still omitted when there are no content parts, matching non-streaming.
A parametrized regression test feeds synthetic stream items through the accumulation path. The empty-content case failed before the fix with a KeyError on `gen_ai.response.finish_reasons`. The content case checks existing behaviour is unchanged. After the fix, `tests/test_semconv_span_attrs.py` and `tests/test_messages.py` pass (115 tests) and ruff is clean.
Behaviour changes: streamed responses with no content blocks now set `gen_ai.response.finish_reasons` (for example `["stop"]`); before, none was recorded.
Not addressed: event mode (`use_attributes=False`) still emits no choice event for a streamed empty-content turn. Whether to emit one is a design choice, and the issue only concerns span attributes.

Review
Streamed turns with an empty content array now keep the message_delta stop_reason. `_process_response_item` saves it as `complete_response["stop_reason"]`. `set_streaming_response_attributes` uses it as a fallback when no content-block event carries a finish reason, so `gen_ai.response.finish_reasons` is now set. The sync and async stream wrappers both go through `_handle_streaming_response`, so both get the fix. A parametrized test covers the empty-content and content cases through the real accumulation path. Event mode is still not handled, and the fixer's report says so.

Streaming responses now report the correct finish reason even when they contain no content blocks. Output messages continue to be recorded when content is present.
The Anthropic streaming path now retains message-level stop reasons and records a mapped finish reason when event-derived finish reasons are absent. Tests cover streams with and without content.
Capture and record streaming stop reasons packages/opentelemetry-instrumentation-anthropic/opentelemetry/instrumentation/anthropic/streaming.py, packages/opentelemetry-instrumentation-anthropic/opentelemetry/instrumentation/anthropic/span_utils.py, packages/opentelemetry-instrumentation-anthropic/tests/test_semconv_span_attrs.py
The stream accumulator stores message_delta.stop_reason and passes it to span attribute recording. The recorder uses it when no event-derived finish reason exists. Tests check the mapped stop reason with and without content. Event-derived finish reasons retain precedence.
Empty-content streams record their finish reason in span mode. No actionable merge-blocking risk was identified.

Explanation
The title names the fix (recording finish reasons for streamed Anthropic turns with empty content), which matches the main change: stop_reason from message_delta is stored and passed to set_streaming_response_attributes as a fallback. The raw summary and objectives confirm the streaming.py, span_utils.py, and test changes all serve this purpose. The title is specific and concise, and it omits no critical part of the change beyond the event-mode exclusion, which is a scope note rather than a title issue.
Full details: Linked Issues check
Explanation
Issue #4362 requires streamed empty-content turns to record gen_ai.response.finish_reasons. The change stores message_delta.stop_reason in complete_response, passes it to set_streaming_response_attributes, and uses the mapped reason when no content-block event supplies one. The regression test covers empty-content and content-bearing streams. The change keeps gen_ai.output.messages omitted when no content parts exist, which the issue permits. Both sync and async wrappers use the shared completion path.
Full details: Out of Scope Changes check
Explanation
The reported changes are limited to streaming stop-reason propagation, streaming span-attribute handling, and a focused regression test in the Anthropic instrumentation package. These changes support issue #4362. The unmodified event mode is not unrelated scope because the issue concerns span attributes and does not require an empty-content choice event.

Fixes #4362
Root cause
In streaming, `_process_response_item` copied the `message_delta` stop_reason only onto the per-content-block events it had already collected. A turn with no content blocks had no events, so the stop_reason was thrown away. `set_streaming_response_attributes` also returned early when the events list was empty.
