Implements the UTDFN-4-EP(1x1) (1x1mm Ultra Thin DFN with center Exposed Pad) footprint generator with standard 0.65mm pin pitch, registering support for utdfn-4-ep(1x1).

This PR implements the UTDFN-4-EP(1x1) (1x1mm Ultra Thin DFN with center Exposed Pad) footprint generator with the standard 0.65mm pin pitch, adding complete support and tests for the utdfn-4-ep(1x1) package.
