Build and push linux/amd64 only, as publish-tzdata.yaml does: the arm64 build ran under QEMU.

Drops the QEMU setup and the arm64 platform from publish-ghcr-container.yaml: the from-source image is built and pushed for linux/amd64 only, as in publish-tzdata.yaml (#2).
