feat: Export the plan API and configure() for library use - #25

Let other projects build the Android plan with their own AVD names,
append their own steps, and run it with their own --yes/--dry-run.
- Export planAndroid, runPlan, dry and the Step, PlanResult, AvdSpec and
DeviceProfile types
- Add configure({ yes, dryRun }) to set what the CLI flags set
- Export persistEnv, applyToProcess, relaunchWithProxy, launchEmulator,
waitForBoot, findRunning and adbBinary
- Document the plan example in the README
