freshness: watch files whose extension case the parser ignores (Main.JS, Up.VUE) - #1785

….JS, Up.VUE, Calc.CS) The JavaScript parser matches an extension whatever its case and the C# parser reads *.CS, but the file table matched exactly, so such a file was parsed yet never watched: an edit to it left the graph 'up to date'. The table now folds case for exactly the extensions those parsers fold; TypeScript, Python and Java stay case-sensitive, as their parsers are (the control in tests/freshness.py). The file table matched extensions exactly, while the JavaScript parser reads
Main.JS/Up.VUEand the C# parser reads*.CS. Such files were parsed but never watched, so an edit left the graph "up to date".ax_fresh.watched(and the source count) now fold case for exactly the extensions those parsers fold..TS,.PY,.JAVAstay unwatched, as their parsers match exactly.impact thirdnames both users (fixture call edges 3 → 5). A real Express app: 51 files, 2041 call edges before and after.tests/freshness.py57/57,tests/latency.py27 held; refresh / multi_language / refresh_races / graph_verb were still running locally.Closes #1771
