Expose bosh_meltdown Prometheus metric via Health Monitor API - #2841
Exposes per-deployment meltdown state as a bosh_meltdown Prometheus gauge (0 = normal, 1 = meltdown), making it available through the existing Director metrics pipeline.
The Resurrector's AlertTracker already computes meltdown state internally - tracking which agents have sent critical alerts within the configured time window and evaluating whether the count and percentage exceed minimum_down_jobs and percent_threshold. This change makes that state observable without altering any meltdown logic or defaults.
Four small additions:
Bosh::Monitor.alert_tracker module accessor - so the tracker instance created by the Resurrector plugin is reachable from other components
InstanceManager#meltdown_state - iterates known deployments and returns { deployment_name => 0|1 } by querying the tracker
ApiController GET /meltdown_state - exposes that hash as a JSON endpoint, consistent with the existing /failing_instances, /unresponsive_agents, etc. endpoints
MetricsCollector - registers the bosh_meltdown gauge and polls the new endpoint every 30s via the existing fetch_and_update_gauge helper
Please provide contextual information.
Follows the pattern established in #2649, which added bosh_failing_instances, bosh_stopped_instances, bosh_unresponsive_agents etc. via the same HM API -> MetricsCollector pipeline.
How should this change be described in bosh release notes?
Added bosh_meltdown Prometheus metric (per deployment, 0/1) exposed via the Director metrics server. Operators can now monitor meltdown state directly from the metrics pipeline without relying on Health Monitor log parsing.
Does this PR introduce a breaking change?
No. All changes are additive - new endpoint, new gauge, new module accessor. No existing behavior or configuration is modified.
Exposes per-deployment meltdown state as a Prometheus gauge so operators
can alert and dashboard on it without relying on fragile log parsing.
The Resurrector's AlertTracker (which already computes meltdown state
from unhealthy agent counts and configured thresholds) is now registered
on the Bosh::Monitor module so other components can read it. InstanceManager
gains a meltdown_state method that queries the tracker for each known
deployment. ApiController exposes this as GET /meltdown_state, returning
{ deployment => 0|1 }. MetricsCollector polls that endpoint every 30s
and populates the bosh_meltdown gauge (labels: name=deployment).
Covers meltdown_state on InstanceManager (nil tracker, meltdown/normal),
GET /meltdown_state on ApiController (200 with data, 503 when not synced),
Resurrector registering alert_tracker on Bosh::Monitor at init, and
bosh_meltdown gauge population in MetricsCollector.
The monitor exposes per-deployment meltdown state through /meltdown_state after initial deployment sync completes. The director fetches this state and updates the deployment-labeled bosh_meltdown gauge. The changes also add unit tests for the monitor state and endpoint, and for the director gauge values.

Construct the plugin in this example.
This example never evaluates the lazy plugin let. When run alone, it checks an unregistered tracker and fails. After the preceding example, it can pass using that example’s tracker because the spec setup does not reset alert_tracker. Construct plugin before the assertion, and check that registration uses that plugin’s tracker. (raw.githubusercontent.com)
