fix(core): preload the normalized pathname before hydrating (AI-assisted) - #12810
Opening a page at a non-canonical URL, like /tests.html or /tests/index.html, can render it twice: React keeps the server HTML and appends a client render after it.
Root cause:
clientEntry preloads the raw window.location.pathname, but App renders the normalized location, without the .html or /index.html suffix. The route chunk isn't loaded before hydrating, so the route renders @theme/Loading (null).
For routes whose whole layout lives in the route component (pages, blog, homepage), the first client render at the root is empty.
This PR preloads the pathname that App renders: decoded like the router does, then normalized. Hydration then renders the same route as the server. It's an alternative to #10059 that doesn't change the DOM structure: it's not a breaking change, and can be backported to v3.
Test Plan
Unit tests for the new normalizeBrowserPathname() helper, including an encoded .html route (/caf%C3%A9.html) and a pathname that must stay decodable (/100%25.html).
Tested manually on a local website build, served without clean URLs, with a 404.html fallback (like Netlify):
With trailingSlash: true (the deploy preview config), /tests/index.html, /index.html, /blog/index.html and /docs/installation/index.html hydrate without error.

The client now shares pathname normalization between location handling and browser route preloading. Tests cover HTML suffix removal and encoded paths.
normalizeLocation uses cached normalized paths and returns a copied location. normalizeBrowserPathname decodes, normalizes, and re-encodes browser paths. Tests cover HTML paths and encoded characters.
Normalize paths before preload packages/docusaurus/src/client/clientEntry.tsx
clientEntry passes the normalized browser pathname to preload before rendering.
meta/docusaurus#12904: Serves existing .html files, including index.html, without redirecting. The current change normalizes such paths before client-side preloading.
Merge Risk: Minimal · up to 0e778
This change preloads the pathname the app will actually render, so pages opened at URLs like /page.html or /index.html should no longer render twice. Encoded paths are handled without throwing. No concrete merge-blocking risk remains.

prevent a second decode from throwing on paths containing %25; add regression
tests for both cases.
