docusaurus serve redirects /file.html to /file, even when file.html exists. Static hosts like Netlify and GitHub Pages serve the file instead, so docusaurus serve doesn't let you preview what users get at these URLs.
It also breaks routes that really end with .html, like a doc with slug: dummy.html: /tests/docs/dummy.html redirects to /tests/docs/dummy, which isn't a route, and React logs a hydration error. That's why 2 dogfood pages were on the Argos blacklist.
docusaurus serve now serves the existing .html files as-is. serve-handler's cleanUrls both resolves /file to file.html and redirects /file.html to /file: it's only turned off for requests of existing .html files, where the resolution has nothing to do. .html URLs without a file, like /missing.html, still redirect to their clean URL.
Test Plan
pnpm test packages/docusaurus/src/commands/serve. The snapshot diff shows what changes: the existing .html files return 200 instead of 1 to 3 redirects, for every baseUrl and trailingSlash. Edge cases:
2 tests used /file.html to check that clean URL redirects keep the baseUrl and the query string: they now use /folder/index.
The check decodes the path before resolving its .. segments, like serve-handler: hand-typed rows cover /base/file%2Ehtml (200 file.html) and /base/folder%2Fx/../file.html. The TODO about serve-handler dropping the baseUrl of encoded paths moves to /base/missing%2Ehtml.
Folders aren't .html files: with the client redirect file legacy.html/index.html, /legacy.html still redirects to /legacy.
The Argos tests of /tests/docs/dummy.html and /tests/blog/x/y/z.html now pass locally, without console errors. With the previous docusaurus serve, /tests/docs/dummy.html fails with "Hydration failed".
Existing .html pages are now served directly instead of redirecting to clean URLs, including index pages and pages with Unicode filenames.
Requests for missing .html pages retain their redirect and 404 behavior, with query strings preserved. Clean-URL redirects continue to follow the configured trailing-slash behavior for paths without an existing HTML file.
Requests with encoded dots or normalized path segments resolve consistently when they target existing HTML files.
…ssisted)
Like static hosts such as Netlify and GitHub Pages, `docusaurus serve` no
longer redirects /file.html to /file when file.html exists. Routes that end
with .html now work, so 2 dogfood pages leave the Argos blacklist.

The serve request handler now serves requests for existing .html files directly instead of redirecting them to clean URLs. Tests cover trailing-slash modes, deployment bases, encoded paths, and query strings. The screenshot test removes two HTML routes from its blacklist.

Test an encoded slash before checking file existence.
The encoded-dot test does not cover decoding slashes before the existence check. A regression could redirect an existing HTML file while this test still passes.

Normalize the pathname before the initial preload.
When docusaurus serve serves an existing generated tests.html, the server HTML represents /tests, but clientEntry.tsx preloads the raw /tests.html path. That path matches the generated catch-all route, not the exact /tests route. The client then normalizes the route only during rendering, so the page loadable can initially render its loading fallback and trigger a hydration mismatch. Use the existing route-aware normalization before preloading; it preserves literal .html routes.
