chore(ci): factorize the pnpm, Node.js and dependencies setup in a local action (AI-assisted) - #12867
20 jobs across 14 workflows repeat the same setup: pnpm/setup, then actions/setup-node, then pnpm install --frozen-lockfile retried 3 times, with the same pinned SHAs. (AI-assisted)
This PR adds a local composite action, .github/actions/setup, and uses it in the read-only jobs. The jobs that must not use the cache move in a stacked PR, so their review can focus on cache and permissions.
The action's inputs:
node-version: lts/* by default.
cache: caches the pnpm store. It is opt-in (default false), so a job never gets the cache by accident.
install: runs pnpm install, true by default.
Notes:
Checkout stays in each job: a local action is read from the checked-out files.
parallel: and background: steps aren't allowed in composite actions, so lint.yml and argos.yml keep theirs in the workflow.
Dependabot only scans .github/workflows and a root action.yml with directory: '/'. The action directory is listed explicitly, without a glob: a /.github/actions/** glob was reported to be accepted but match nothing (pubky/ci-workflows#4).
Workflows whose path filters list their own file now also watch .github/actions/**.
Matrix jobs (26.13, 26) now also use check-latest: true, like the lts/* jobs.
The install step runs in bash, including on Windows: composite run steps require an explicit shell.
