Follow-up to #12867. Uses the local setup action in the jobs that must not use the GitHub Actions cache. (AI-assisted)
build-hash-router, lighthouse-report, lint-autofix, continuous-releases: they can write to the repository, PRs or releases.
build-perf build-size (install: false): compressed-size-action installs the dependencies of each branch itself.
security-supply-chain, both jobs (install: false): SFW must fetch the packages itself.
Each of these jobs sets cache: false explicitly, even though it's the default, with the reason in a comment on that setting. They also keep cache-mode: none. GitHub's docs don't say explicitly whether cache-mode also covers steps inside a composite action. It shouldn't matter: the cache token is scoped to the job, and these jobs never ask the action for the cache anyway.
