Overview
Pulls shared OS-resources test harness setup into setup_test_builder, which returns an OsResourcesTestSetup bundle (OS-resources account, stable measurement contract, class hash, and configured TestBuilder).

test_os_resources_regression drops a large inline block and calls the helper instead. test_fee_transfer_syscalls switches from the lighter TestBuilder::create_standard path to the same helper, so it now runs with step-tracking forced via inflated minimal Sierra gas version and with the stable contract declared/deployed before the fee-transfer invoke (only the contract address is used for that test).
